The Department must have a President‑approved seal. The Secretary has the same powers as the Transportation Secretary under 49 U.S.C. 324 and may redelegate duties unless forbidden. On state or local request, the Secretary may use Secret Service or ICE to help investigate violent acts, shootings in public places, and mass killings (3 or more deaths in one incident). Assistance is presumed federal work, and "place of public use" is defined in 18 U.S.C. 2332f(e)(6).
