Title 6 › CHAPTER 1 — HOMELAND SECURITY ORGANIZATION › SUBCHAPTER VIII — COORDINATION WITH NON-FEDERAL ENTITIES; INSPECTOR GENERAL; UNITED STATES SECRET SERVICE; COAST GUARD; GENERAL PROVISIONS › Part H — Miscellaneous Provisions › § 458
Creates an Office of Counternarcotics Enforcement inside the Department and puts a Director there who is chosen by the President. The Secretary must give the Office permanent staff and pick senior employees from parts of the Department with big counternarcotics jobs to act as liaisons. The Director cannot hold another federal, state, local, or other Department job at the same time. The Director must coordinate counternarcotics policy and operations inside the Department and with other federal, state, and local agencies to stop illegal drugs from entering the United States. The Director must make sure the Department has enough resources, recommend needed money and staff, work inside the Joint Terrorism Task Force to find links between drug trafficking and terrorism, and represent the Department on related task forces and committees. The law does not let the Office take direct control of operations run by the Directorate of Border and Transportation Security, the Coast Guard, or joint terrorism task forces. The Director must send two reports to Congress: a budget review within 30 days after the President sends a Department budget request, and an annual counternarcotics review by February 1 covering the prior fiscal year. Any classified or sensitive law-enforcement material must be submitted to Congress separately.
