Creates an Office of International Affairs inside the Secretary’s Office, led by a Director the Secretary appoints. The office must help the United States and friendly countries share homeland security knowledge, best practices, and technology. The Director has four duties: promote information and training exchanges (including research on security tech, joint first-responder drills, and sharing expertise on preventing and handling terrorism and crises); identify U.S. weaknesses where friendly nations are strong; run international conferences, exchanges, and training; and manage the Department’s international work while coordinating with other federal counter‑terrorism officials.
