Starting in fiscal year 2004 and after, the Director may use these funds to train Postal Service law enforcement; to offer space-available training to state, local, foreign, and private security personnel; to require foreign and private trainees to repay actual costs (the Secretary can waive repayment for foreign training under section 801 of the Antiterrorism and Effective Death Penalty Act of 1996 (28 U.S.C. 509 note)); and to pay travel for non‑Federal people who attend course-development meetings and Center training.
