Starting in fiscal year 2010, the Secretary of Homeland Security may charge people or organizations that are not part of the federal government for attending DHS conferences or similar meetings. Fees can be collected before the event, either directly or through a contract. The money goes into the same DHS fund that pays for the event and can be used to cover or repay DHS costs for that event. If the fees collected are more than the actual DHS costs, the extra must be sent to the U.S. Treasury as miscellaneous receipts. The Secretary must report to the Senate and House Appropriations Committees by January 5, 2011, showing how much was collected and a by-agency summary of why and how the money was spent for the prior fiscal year.
