The Secretary of Homeland Security must send Congress a yearly report on weapons purchased and used, broken down by type. The first report is due no later than 180 days after March 4, 2015, and then annually thereafter, beginning when the President’s fiscal year 2017 budget is submitted under section 1105(a) of title 31. The report must list year‑end inventories and DHS component budget requests, explain how amounts meet needs for certification, qualification, training, and operations, and describe contracting methods and compare cost and availability. Reports must be in a form that protects law enforcement safety.
