Requires certain people to be members of the Council: the President, the Vice President, the Secretary of Homeland Security, the Attorney General, the Secretary of Defense, and any other people the President chooses. The Chairman of the Joint Chiefs of Staff, or the Vice Chairman if the Chairman is absent, may join and take part in meetings as the Council’s main military adviser, but only under the President’s direction.
