Summary

The Bureau must set up an Explosives Training and Research Facility at Fort AP Hill in Fredericksburg, Virginia. The facility will train federal, state, and local law enforcement officers to investigate bombings, safely handle and get rid of explosives and devices, train bomb‑sniffing dogs, and do research on explosives. Congress may provide the money needed to build and run the facility, and any funds given stay available until they are spent.

(a)There is established within the Bureau an Explosives Training and Research Facility at Fort AP Hill, Fredericksburg, Virginia.
(b)The facility established under subsection (a) shall be utilized to train Federal, State, and local law enforcement officers to—
(1)investigate bombings and explosions;
(2)properly handle, utilize, and dispose of explosive materials and devices;
(3)train canines on explosive detection; and
(4)conduct research on explosives.
(c)(1)There are authorized to be appropriated such sums as may be necessary to establish and maintain the facility established under subsection (a).
(2)Any amounts appropriated pursuant to paragraph (1) shall remain available until expended.
