Before buying more gear, the Administrator must use equipment already in the Administration’s inventory when possible. The Administrator must track where security equipment is, how it’s being used, and how many items exist, and keep that data up to date. The Administrator must set logistics rules to manage inventory well and may not use just-in-time supply methods if that would stop planning for large deliveries to airports or reduce surge capacity for response to a terrorist threat.
