§591h Relationship to Other Department Components and Federal Agencies

Summary

The Assistant Secretary must not cut into or override any other Department or federal officer’s control over their units, people, money, property, or debts. Within one year after December 21, 2018, the Assistant Secretary, working with the Under Secretary for Strategy, Policy, and Plans, must send the appropriate congressional committees a strategy and implementation plan to guide the Office’s programs and link them with other Department programs. Nothing here or in any other law can be used to change or reduce FEMA’s duties or the FEMA Administrator’s responsibilities, or to take any FEMA asset, function, or mission away from the Agency or its Administrator.
