The Director must work with the agency that runs a government lab, range, or test site so the Office, its contractors, or other people can use those facilities to test materials, equipment, models, software, and other items tied to the Office’s missions. Use must follow all laws and rules about security, safety, and the environment. The Office can require private users to pay a fee to cover extra government costs, but fees can only cover the direct and indirect costs (like utilities, contractor help, and staff pay). Test results are confidential and cannot be shared outside the federal government without the person’s OK. Fees collected can be returned to the same government account that paid for the services.
