Creates a Chief Medical Officer in the Office who must be appointed by the President and who reports to the Assistant Secretary. The person must be a licensed physician with proven skill and knowledge in medicine and public health. The Chief Medical Officer handles medical matters for natural disasters, acts of terrorism, and other man-made disasters. They advise top officials (the Secretary, the Administrator of FEMA, and the Assistant Secretary), provide operational medical support and medical liaisons to Department parts on a reimbursable basis, coordinate with governments and health agencies (including CDC and HHS ASPR), and do other duties the Secretary requires.
