Requires the Secretary of Homeland Security, working with the heads of the Sector Risk Management Agencies, to review how the government protects critical infrastructure and to send reports with recommendations to the President and Congress. The first review had to be done within 180 days after January 1, 2021. The report must say how the review was done, what data and measures were used, and recommend any changes to the way sectors are defined, to subsectors, or to which federal agencies lead each sector. The Secretary must do a fresh evaluation at least every five years. When the Secretary makes recommendations, the President has 180 days to accept or reject them and must tell Congress and its leaders the reasons and the analysis used. Any official list of critical infrastructure sectors must be published in the Federal Register. “Appropriate congressional committees” means the House and Senate homeland security and armed services committees. “Critical infrastructure” is as defined in title 42, section 5195c(e). “Department” means the Department of Homeland Security. “Director” means the CISA Director. “Secretary” means the Secretary of Homeland Security. “Sector Risk Management Agency” is defined in section 650. Any mention of “Sector Specific Agency” in U.S. papers should be read as “Sector Risk Management Agency.” The Comptroller General must report to the House and Senate homeland security committees on how well these agencies are doing within two years after January 1, 2021 and then every four years for 12 years.
