Title 6 › CHAPTER 1 — HOMELAND SECURITY ORGANIZATION › SUBCHAPTER XVIII — CYBERSECURITY AND INFRASTRUCTURE SECURITY AGENCY › Part A — Cybersecurity and Infrastructure Security › § 665b
Creates an office inside the Agency to make joint cyber defense plans for public and private groups. The office must build coordinated actions to help protect, find, respond to, and recover from cyber risks or attacks that could threaten critical infrastructure or national interests. A senior Agency official chosen by the Director will lead the office. The office must work with federal departments and agencies to create and keep these plans. It must use participating agencies’ cyber tools and authorities, involve private-sector experts when helpful, and adjust plans if adversaries act after U.S. offensive cyber operations. The office must run exercises and model scenarios based on threats, weaknesses, and possible harm to critical systems. It must help agencies set procedures, make related plans (including offensive and intelligence activities that support defense), and make agreements so plans can be carried out quickly during an incident. The staff will include a central planning team and representatives from the Department; United States Cyber Command; the National Security Agency; the Federal Bureau of Investigation; the Department of Justice; and the Office of the Director of National Intelligence. The office must regularly consult state, local, Tribal, and territorial governments; information-sharing organizations; owners and operators of critical information systems; private companies; and others the Secretary names. The Secretary and those agencies may make agreements to detail personnel on a reimbursable or non-reimbursable basis. A "cyber defense operation" means defensive activities done for a cybersecurity purpose.
