The Administrator, working with the Department’s Chief Information Officer, must update and improve the Agency’s computer and data systems. The work must make the Agency’s different systems (for example, the National Emergency Management Information System, the Logistics Information Management System III, and the Automated Deployment Database) able to share data as much as possible, get upgrades to headquarters and regional offices quickly, include a testing setup so changes are fully checked, let the systems track response staff, mission orders, tasking, and supplies, fix problems that existed in the National Emergency Management Information System on October 4, 2006, and give training, manuals, and guidance to users. Not later than 270 days after October 4, 2006, the Administrator must send Congress a report on what was done, what was fixed, what problems remain, and any extra funding needed.
