Defines key words used in these rules. Capability is the power to carry out one or more tasks under set conditions and standards, and it can be met by any mix of planned, organized, equipped, trained, and practiced people. Credentialed and credentialing are defined in section 311 of this title. Hazard is defined in title 42, section 5195a(a)(1). Mission assignment is a work order the Agency gives a Federal agency to do a task and that explains funding, management controls, and guidance. National preparedness goal, national preparedness system, and national training program are set out in sections 743, 744, and 748(a) of this title. Operational readiness is the ability of an organization, asset, system, or equipment to perform its intended missions. Performance measure is a quality or number used to judge results; performance metric is a specific value shown with a baseline and a target. Prevention is any action to avoid or stop a threatened or actual act of terrorism. Resources, typed, and typing are defined in section 311 of this title. Type is a resource classification that refers to its capability.
