The Administrator must, within 180 days after October 4, 2006, work with other federal agency leaders, the National Council on Disability, and the National Advisory Council to finish and update guidelines that set risk-based preparedness goals for federal, state, local, and tribal governments. The guidelines must help the Nation prevent, respond to, recover from, and reduce harm from all hazards, including natural disasters, terrorism, and other man-made events, and must be specific, flexible, and measurable. The Administrator must send the guidelines promptly to the proper congressional committees and to the states. When assessing terrorism risk, the Administrator must look at threat, vulnerability, and consequences for people (including commuters and tourists), crowded areas, key infrastructure, coastlines, and borders, and must use the latest risk assessment from the Department’s Chief Intelligence Officer. The guidelines must set priorities that balance all-hazard risks with the resources needed, and the Administrator may help states develop mutual aid agreements.
