The Administrator must work with federal agencies and the National Advisory Council to help create and update national voluntary standards for equipment used by federal, state, local, tribal, and nongovernmental emergency responders. Those standards must support the national preparedness goal, protect responder health and safety, align with existing standards when possible, consider new threats, and emphasize things like operability, interoperability, durability, portability, efficiency, and safety. The Administrator must also help create and update training standards, make sure national training follows them, and consult public and private standards groups.
