The Administrator must, no later than 180 days after October 5, 2018, give yearly guidance and training to State, local, and Indian tribal governments, first responders, and utility companies. The training must explain three things: why hospitals, nursing homes, and other long‑term care facilities should get priority help to keep working or get power back quickly after outages from natural hazards (including severe weather); how those facilities should prepare for power outages during a major disaster or emergency (legal terms defined in federal law); and how governments, responders, utilities, and facilities should make and coordinate plans and activate them before a major disaster, including severe weather.
