§751 Federal Response Capability Inventory

Summary

Under 42 U.S.C. 5196(h)(1)(C), the Administrator must speed up finishing an inventory of federal response capabilities. For every federal agency in the National Response Plan, the list must show each capability’s performance, how quickly it can be used, and how ready it is for all hazards (like natural disasters, terrorism, or other man-made disasters). The inventory must also list personnel and resources that are credentialed or typed under section 320, and emergency communications assets held by the federal government and, when appropriate, by State, local, tribal, or private groups. The Administrator must work with the Secretary of Defense to list Defense organizations and functions that can support civil authorities under the National Response Plan and sections 5170a, 5170b, and 5192 of title 42. The Administrator must also build a database so agencies can share real-time information on capabilities, readiness, equipment compatibility, credentialed people, and typed resources; quickly find and send needed help during an incident; and share the inventory with other federal agencies.
