Beginning in fiscal year 2013, the Center for Domestic Preparedness may train emergency responders from the Federal Government, foreign governments, or private groups if those trainees or their organizations pay back the training cost. Payments must be returned to the same account that paid and stay available with no fiscal year limit for that account’s purposes. The Center’s head must make sure outside training does not interfere with its main job of training State and local responders. Subject to that, the Center may train FEMA employees in existing chemical, biological, radiological, nuclear, explosives, mass casualty, and medical surge courses under 5 U.S.C. 4103 without charging reimbursement.
