§763a Training for Federal Government, Foreign Governments, or Private Entities

Summary

Starting in fiscal year 2013, the Center for Domestic Preparedness can train emergency responders from the Federal Government, foreign governments, or private groups if those trainees pay back the Center for the cost. The money paid back must go into the same account that paid the cost and can be used later for the same purposes with no time limit. The Center must make sure outside training does not interfere with its main job of training State and local responders. Also, if it does not interfere, the Center may train employees of the Federal Emergency Management Agency (FEMA) in existing chemical, biological, radiological, nuclear, explosives, mass casualty, and medical surge courses under 5 U.S.C. 4103 without charging them.
