The Administrator must create, coordinate, and keep up a National Disaster Housing Strategy with help from federal agencies, advisory councils, and other groups. The plan must lay out the fastest and most cost‑effective federal programs for short‑ and long‑term housing after a major disaster. It must clearly say what each group will do, including the Agency; the Department of Housing and Urban Development; the Departments of Agriculture, Veterans Affairs, and Health and Human Services; the Bureau of Indian Affairs; other federal housing providers; the American Red Cross; and state, local, and tribal governments. The strategy must describe the programs in detail, including funding, how duties will be shared, and other cooperative steps. It must consider ways to help people find housing near work and resources. It must cover help for low‑income and special needs populations and make sure enough units are available for people with disabilities. It must include plans for housing clusters (access to services, site management, security, and density), ways to repair or rehab rental housing (including leases) under section 408 of the Robert T. Stafford Act (42 U.S.C. 5174), and any extra authorities needed. The Administrator should publish public guidance on types of Stafford Act housing help, who is eligible (including continued help), and how to apply. A detailed report had to be sent to Congress within 270 days after October 4, 2006, and updates must be sent whenever the strategy changes and at least once every 5 years after that.
