The Secretary must make rules that limit how long certain emergency noncompetitive contracts can last. The rules must make the contracts only as long as needed to do the urgent work and to allow a later competitive contract. The contract period cannot be more than 150 days unless the Secretary finds exceptional circumstances. The rules cover Department contracts over the simplified acquisition threshold used for response to or recovery from a natural disaster, an act of terrorism, or other man-made disaster.
