Creates and keeps a public list of contractors who are willing to help after disasters. The Administrator must run the list on the Agency’s website. The list must include for each business: its name and location, the area it serves, what goods or services it offers, its bonding level, and whether it is a small business or a small business owned by socially and economically disadvantaged people, by women, or by service‑disabled veterans. Adding information is voluntary. Businesses must keep their entries up to date, sign a statement that the information is true, and send proof. The Administrator must check that the proof matches. Federal agencies must consult the list when planning disaster contracts for debris removal, supply distribution, rebuilding, or other relief work.
