Defines key words used in the Act. "Appropriate congressional committees" means several named Senate and House committees (for example, Appropriations; Commerce, Science, and Transportation; Finance; Homeland Security and Governmental Affairs; Homeland Security; Transportation and Infrastructure; Ways and Means) and any other congressional committees as needed. "Commercial Operations Advisory Committee" refers to the advisory group set up under section 9503(c) of the Omnibus Budget Reconciliation Act of 1987 (19 U.S.C. 2071 note) or a successor. "Commercial seaport personnel" means people who load or unload cargo or passengers, move or track cargo, fix or maintain intermodal equipment, operate cargo equipment, or handle mooring lines when a vessel is secured or released in the United States. "Commissioner" means the official in charge of U.S. Customs and Border Protection. "Container" uses the meaning in the International Convention for Safe Containers (Geneva, December 2, 1972) (29 UST 3707). A "container security device" is a system that identifies a container, detects and records unauthorized entry, protects against tampering through the supply chain, and has a low false alarm rate as set by the Secretary. "Department" means the Department of Homeland Security. "Examination," "inspection," "scan," "screening," and "search" are defined as different types of checks of cargo and containers, from automated reviews and imaging to opening and unloading containers for visual inspection. "Radiation detection equipment" finds nuclear or radiological materials or devices. "Secretary" means the Secretary of Homeland Security. "Transportation disruption" is a major delay or stoppage of trade caused by a natural disaster, higher threat level, terrorism, or a transportation security incident (as defined in section 70101(6) of title 46). "Transportation security incident" has the meaning given in section 70101(6) of title 46.
