Allow the Secretary, through the Commissioner, to create C–TPAT (Customs–Trade Partnership Against Terrorism) to improve supply-chain and U.S. border security, help move secure cargo, and give benefits to Tiers 1–3 who meet the program's requirements. The Secretary must review its minimum security rules yearly.
