To join C‑TPAT, an applicant must show past experience moving international cargo and do a security review of its supply chain using standards the Secretary (through the Commissioner) sets. That review must cover partners, container and physical security, personnel and procedures, training and threat awareness, and IT security. The applicant must put in place and keep security measures that meet the Commissioner’s standards and follow any other rules the Commissioner sets after consulting the Commercial Operations Advisory Committee.
