Federal powers must not be used to cut back production of food and fiber so that U.S. people can’t get normal amounts of food. The Secretary will decide normal amounts using U.S. consumption records from 1920 through 1929 and must consider population shifts, export and consumption trends, and available substitutes. The Secretary must also try to keep a steady domestic supply that meets consumer demand at prices fair to both producers and consumers.
