Summary

The Secretary must run a training program through the Commodity Credit Corporation for USDA staff and county and State committee members. The training teaches how to apply the payment limits and rules in sections 1308 through 1308–3 fairly, accurately, and consistently to farm operations. The State office of the Agricultural Stabilization and Conservation Service must make the first decision about those limits for farms with more than 5 persons, but the Secretary can review that decision.
