Requires the Secretary to run a training program about payment limits and rules for USDA staff and for members and staff of county and State committees set up under section 590h(b) of title 16. The training shows how to apply the payment limits and rules in sections 1308 through 1308–3 to individual farms in a fair, accurate, and consistent way. The State office of the Agricultural Stabilization and Conservation Service must make the first decision for farm operations with more than 5 persons, and the Secretary can review that decision. The program must be carried out through the Commodity Credit Corporation.
