Starting with the 1964 crop, when a feed‑grain acreage diversion program applies, the Secretary must let farmers count feed‑grain acreage as wheat acreage and wheat acreage as feed‑grain acreage under terms that do not harm the programs; when wheat replaces oats or rye, the Secretary may consider feed units per acre.
