A farmer who disagrees with a review committee’s decision may, within fifteen days after that decision is mailed to him by registered mail or by certified mail, bring a suit in the United States district court naming the review committee as defendant, or ask a state court of record with general jurisdiction in the county or district where his farm is located to review the decision. The farmer must post a bond in an amount and with surety the court approves to protect the United States for court costs. He may serve the complaint by giving a copy to any one member of the review committee. The committee must then file with the court a transcript of the record used to make the decision and its findings of fact.
