People may not make a pesticide or an active ingredient for a pesticide in any State unless the place where it is made is registered with the Administrator. The registration application must give the name and address of the place and the producer. When the Administrator gets the application, the Administrator must register the place and give it an establishment number. Within 30 days after registration, the producer must tell the Administrator what types and how much pesticide or active ingredient they now make, made in the past year, and sold or distributed in the past year. If asked to help with a stop-sale order (under section 136k), the producer must give the names and addresses of anyone who received the product. Information given under these rules is confidential, except the pesticide or active ingredient names, and is handled under section 136h.
