The Administrator must run and pay for research, alone or by grants or contracts with other federal agencies, universities, or others. The Administrator must work with the Secretary of Agriculture on integrated pest management, avoid duplicating other federal research, and create and update a national pesticide monitoring plan with federal, state, and local partners. The Administrator must monitor pesticides in air, soil, water, people, plants, and animals to carry out the law and the national plan. The Administrator must set procedures to detect incidental exposure, measure pollution and long-term trends, find contamination sources, and link contamination to health and environmental effects, working with other agencies.
