The Secretary must use the same State, county, and local committees, the extension service, and other approved agencies that are used for related programs when running the programs covered here. The local areas used for these programs must match the areas used for chapter 3B. The Secretary can pay county committees of farmers from funds for this chapter and chapter 3B to cover their expected administrative costs. Those costs can be taken proportionally from chapter 3B payments, parity payments, loans, or other payments under these chapters unless another law says otherwise. The Secretary can pay these costs before farmer performance is finally checked. The Secretary must pay county committee members for work actually done at no less than the level in effect on December 31, 1985, and may increase the pay rate that was in effect on December 23, 1985. The Secretary must also pay travel costs for members of local, county, and State committees, including travel between a member’s home and the local county office of the Agricultural Stabilization and Conservation Service. Travel payments must be made the way allowed under section 5703 of title 5 for intermittent federal workers.
