Each year the Secretary of Agriculture must study how the support levels under the Agricultural Act of 1949 affect farmers’ finances. The study must pay special attention to borrowers from the Farmers Home Administration and the Farm Credit System. The Secretary must send the results to the House Committee on Agriculture and the Senate Committee on Agriculture, Nutrition, and Forestry no later than the Secretary’s final program announcement for that year. The study and report are for information and Congressional oversight only. They cannot create legal rights or be used as evidence or the basis for any legal or administrative claim by anyone, including farmers and borrowers.
