Starting November 10, 2005, the Secretary of Agriculture must, when possible, set aside up to $25,000,000 worth of commodity shipments to help foreign communities affected by HIV and AIDS. The commodities can be given directly to people with HIV/AIDS and to households (especially those caring for orphaned children), or sold to fund other help, like microcredit and small-business programs, to create or restore ways for people to earn a living.
