The Secretary of Agriculture must make rules needed to enforce this chapter, unless another part of the law says otherwise. The Secretaries of the Treasury and Agriculture must make rules for enforcing subchapter III, either together or separately. Before any rule is issued, they must publish a notice in the Federal Register saying they plan to make it and when and where a public hearing will be held. They cannot issue the rule until after that hearing. A rule starts on the date they set, which must be at least 30 days after publication, and any change or cancellation must follow the same process.
