Title 7 › Chapter 38— DISTRIBUTION AND MARKETING OF AGRICULTURAL PRODUCTS › Subchapter I— GENERAL PROVISIONS › § 1625
The Secretary of Agriculture can, as much as possible and even if other laws say otherwise, move, group, coordinate, or combine any USDA office that mainly does research, service, or regulation tied to marketing, transporting, storing, processing, distributing, or using agricultural products into one agency. Records, property, staff, and funds from those units can be transferred to that agency, but any unspent appropriated money moved must still be used only for the purpose it was originally approved.
