The Secretary of Agriculture can hire and fire officers and employees, set their pay under existing law, and spend money needed to run this work, including rent outside Washington, D.C., travel, supplies, books, equipment, and other necessary costs. The Secretary may also hire any technically qualified person, firm, or organization by contract or otherwise for up to six months in any fiscal year to do research, inspections, classification, technical, or other special services, even if civil‑service rules do not apply.
