The Secretary of Agriculture can make agreements with State agriculture departments and other state agencies so they can help carry out and enforce federal rules about marketing farm products and controlling or getting rid of plant and animal diseases and pests. If the Secretary decides a state agency has enough facilities, staff, and proper procedures, he can let that agency help as much and in the ways he thinks best to save money and avoid duplicate work. It also lets the Secretary try to coordinate federal and state rules where it makes sense. It does not change the Secretary’s federal authority or any legal limits on working with states or others.
