The Secretary of Agriculture must set up a program that reports live cattle prices and amounts so buyers and sellers get timely, accurate market information, can make better marketing decisions, and competition is promoted. Officers at each slaughter plant must report at least twice each reporting day—once by 10:00 a.m. Central Time and once by 2:00 p.m. Central Time—details for each cattle type: prices per hundredweight by how the cattle were bought, quantities bought and delivered on both live-weight and dressed-weight bases, estimated weight ranges, an estimate of how many were choice grade or better, any premiums or discounts for weight, grade, yield, or purchase type, quantities committed to the plant, and the sale terms. For cattle owned by the packer, report quantities and carcass characteristics but not price. The Secretary must make this information public at least three times each reporting day. On the first reporting day each week, by 9:00 a.m. Central Time, plant officers must report prior-week slaughter totals: numbers slaughtered under forward contracts and formula arrangements, packer-owned cattle slaughtered with carcass details, forward contract quantities with basis level and delivery month, and the range and average of intended premiums and discounts for the current slaughter week. For formula-marketed cattle slaughtered the prior week, report head and hundredweight amounts, weighted average carcass price including premiums/discounts, ranges and weighted averages of prices and premiums/discounts, and sale terms. The Secretary must publish those weekly figures by 10:00 a.m. Central Time on the first reporting day of the current slaughter week. The Secretary must also decide if regional data can be collected for fed Holsteins and other fed dairy steers and heifers, cows, and bulls, and report that decision to the House and Senate Agriculture Committees no later than 2 years after October 22, 1999.
