Requires the Secretary to set up a mandatory dairy reporting program that gives timely market data, helps people make better marketing choices, and supports competition. Dairy manufacturers must report prices, quantities, and moisture content for the package sizes actually used to set minimum prices for Class III or Class IV milk under a Federal milk marketing order. The report format must be easy to understand. Manufacturers and others who store dairy products must also report quantities at intervals the Secretary sets. The Secretary may exempt any manufacturer that processes and markets less than 1,000,000 pounds a year. The reporting frequency cannot be more often than the frequency used to set those minimum prices. The Secretary must create rules, set up an electronic reporting system, verify data, audit reports every quarter, publish a weekly report by 3:00 p.m. Eastern Time each Wednesday for the preceding week, and require reporters to keep sale and storage records for 2 years. No fees can be charged for reporting or getting the information. Information submitted must be kept confidential so individual identities and business secrets are protected and it is not released under section 552 of title 5. It is illegal to willfully refuse or delay accurate reports. After notice and a hearing, the Secretary can order a person to stop violating the rules. That order can be appealed in U.S. district court within 30 days. Courts can enforce orders and may impose a civil penalty of up to $10,000 for each violation.
