The Secretary must tell a retailer or a person who supplies a covered commodity if they are violating section 1638a and must give them a 30-day period, starting when they get the notice, to take steps to comply. If, after those 30 days, the Secretary finds they did not make an honest effort to comply and are still intentionally breaking the same rule they were told about, the Secretary makes that finding.
