Summary
The Secretary must issue guidelines for voluntary country-of-origin labeling of covered commodities by September 30, 2002, following the rules in section 1638a. The Secretary must also issue the regulations needed to implement this part of the law by September 30, 2004. When making those regulations, the Secretary must, as much as possible, work with States that already have enforcement systems to help run and enforce the program.

(a)Not later than September 30, 2002, the Secretary shall issue guidelines for the voluntary country of origin labeling of covered commodities based on the requirements of section 1638a of this title.
(b)Not later than September 30, 2004, the Secretary shall promulgate such regulations as are necessary to implement this subchapter.
(c)In promulgating the regulations, the Secretary shall, to the maximum extent practicable, enter into partnerships with States with enforcement infrastructure to assist in the administration of this subchapter.
