Congress says sudden food crises still cause deaths, severe malnutrition, and great suffering in many Third World countries, especially in sub‑Saharan Africa. The United States keeps sending emergency food and other help out of humanitarian concern. Quick delivery of aid is very important to reduce the worst effects. The U.S. should improve its ability to get food and aid to the people who need it.
