Title 7 › Chapter 41— FOOD FOR PEACE › Subchapter III–B— EMERGENCY FOOD ASSISTANCE › § 1728a
A fund called the President’s Emergency Food Assistance Fund is set up so the President can help people outside the United States who face sudden, severe food shortages. When the President decides it is in the national interest, the President can provide aid through governments, private groups, or international organizations the President chooses. Aid can be food or things like seed, animal feed, animal vaccines, and transportation and distribution services (including inland transport). The President may make loans, advances, or grants and can sign contracts or agreements with individuals, companies, governments, and international organizations. Congress authorized $50,000,000 for fiscal year 1985 and $50,000,000 for fiscal year 1986 to carry out these purposes, to remain available until expended.
