To get benefits from the Facility, a country must be in Latin America or the Caribbean and meet several economic conditions. It must have an IMF program approved, in place, or be clearly making progress toward one; when appropriate, have World Bank or IDA loans; carry out major investment reforms tied to IDB support or move toward an open investment system; and, if needed, agree a financing plan with its commercial banks, which can include debt reduction. The President decides whether a country qualifies.
