Creates the Enterprise for the Americas Board to advise the President on environmental agreement negotiations. Board has 11 members: six U.S. government members (at least one from the Department of Agriculture) and five private members from NGOs, scientific, academic, or development groups with Latin America/Caribbean experience, including one child survival member. President picks the chair from government members. The Board identifies local implementing bodies and reviews their programs, operations, and financial audits.
