Provide funding through framework agreements for three kinds of activities: programs tied to the Global Environmental Protection Assistance Act of 1989; agriculture work that helps the environment, including biological prevention and control of animal and plant pests and diseases; and local community projects that conserve and sustainably use natural resources. When suitable, projects should connect conservation with community development. Local nongovernmental organizations in the country set the Environmental Fund’s priorities. A local implementing body may give Fund grants to host-country NGOs, local or regional groups, and, in exceptional cases, the national government. The Fund must give priority to projects run by NGOs or other private groups that involve local communities in planning and doing the work.
